WinMe - deleting personal web folders..

A chap I know is running windows me and is trying to delete some web folders on his machine, and it keeps saying "access denied" - has tried changing attributes of folders etc..
I think it may be because he has set them up as personal web shares??
Any ideas on how to delete them (I don't have access to anything runnin windows ME.. (does ME = Minging edition
)?
