Does anyone know if I can get a VPN connection to fire off as soon as the user logs on?

How about mapping a drive to the remote PC/server over the VPN & have it "restore connections" on login?

Just a guess more than actual experience & I can't test it as I need to reconfigure my router

Don't quite know what you are asking or why BUT there is a tick box on the login box that says 'use a dial up connection to login' that should do the trick no?
