Only a guess, but is it out putting NTSC and are the TV's NTSC compatible?
Thats what normally happens when you connect a NTSC single to a pal TV it shows in black and white...
Easy way to test is to try a TV that is fully NTSC compatible.
If it does work I have a NTSC to PAL converter that I will sell ya

I had the same problem as MKhan - output was NTSC-J, and the TV would only display in B&W.
You might find that your laptop has a switchable output - have a good root around the drivers...
