Does Epicentric provide for manual web login security?

There is a manual login page on a system running Epicentric portal application software.
I want to restrict the manual logins to:
1) 3 attempts before having to relaunch the browser
2) a temporary account lockout after 3 incorrect login attempts
This is to inhibit scripted attacks.
I know that SiteMinder can do this, but can Epicentric?
