My boss is having trouble with a client, who claims never to see half the emails that she sends him. Is there anything within Outlook that would tell her that he has opened her email?

Yup, you can use message tracking, when you are writing the e-mail go into the Options and you can request a delivery and/or a read reciept.

If you are sending the mail via the internet you may find that you can only get limited reporting information back.

The trouble with that is that, you don't have to send a read receipt. Her client can click no, and still read the message. She could do with sommat similar to message reports on Mobile phones! I'm not sure if this would be avaliable for a pc?

The client may have applied a filter to her inbox which could cause the emails to remain invisible. See it all the time here.
