win xp and read-only attributes

Quick question - does it work or is it meant to work like it does... mark a file read only, and you can still delete it without any warnings or messages that it's read only - try it !! I have some pc's that it works on - some that don't !!
I think it has something to do with delete confirmation on or off!
p.s. don't try it on any system files
