Low ping is best.

Not sure what direct connect is, but I'm presuming some kind of file transfer program?

PING is the time taken for a packet of data to be sent to a remote computer and then returned.

The time (usually in milli-seconds) measures the round trip from your computer to the other computer, therefore the lower the ping (the quicker the time) the faster the data can travel from the server to you.

Question

Could someone with a lower ping,

also have a lower upload speed, than someone with a higher ping, but a higher upload speed?

Ping is a round trip, so it's not a true picture as a lot of users have higher download than upload speeds. However, it's better than a pure guess.
