You're running SP2, aren't you. Annoying, isn't it?
It does the same with MDB files, you name it... JPGs should be safe tho...
I don't believe you can turn this "essential security feature" off.

Have a look here. It explains all about it, and has links to various utilities which will allow you to turn the limitation off. I use the 'Attachment Options' plugin for OXP.
It's a very good Outlook resource - worth bookmarking.

Attachment file types blocked by Outlook
Though I'm sure that I've had .exe & they are quaranteened in their own little locked file which you can extract them from (under pain of death from MS ) & use as normal. It may be that is only a feature on Outlook 2002
.jpg is not on the excluded list - but might be (see above) if your administrator has added it & you're at work not home.
There are two levels of attachment security.
Access to level 1 files is blocked and can't be changed. When you receive an attachment with a level 2 file type, you will be prompted to save the file to your hard disk. If you use Microsoft Exchange Server, your administrator can add and remove file types for both levels of e-mail security. If a file type is added to both levels, it will be treated as a level 1 file type.
