Can you connect to/control one PC from another over the Internet...?

...EG with PCAnywhere?
Someone at work has asked the question. He and his brother are both on Broadband and they want to be able to share files and work on each others PCs when they are connected to the Internet. Does PCAnywhere allow this? Any way of doing it?

Yup thats exactly what PCAnywhere does. Or Radmin is another good one. The only stumbling block you might have is a firewall on either machine is blocking access. But easy enough to sort.
For just sharing files an FTP server on both machines would be easier to setup. Something like Bulletproof FTP Server is good. Then you simply FTP into the persons machine u want files from and xfer away.

I assume then that with PCAnywhere all you need is the IP of the machine you want to connect to? Would there be any problem for the PC to find it across the Net? There's no Firewall on the PCs.

You could use Backorifice, Sub Seven and any number of Trojans with remote control software.....They're all free as well, and if you wait long enough some nice soul will install it FOC as well....
The only secure way to do it would be to run an IPSec VPN between the sites.

As Jeff points about be aware of the security implications of leaving remote-control software accessible from the Internet.
I'm fortunate that I have a static Interbet IP address @ Work. My Home firewall allows only that 1 address to connet to my home PC.
(I'm ISDN so have a devious method of bringing my lime up which also adds security - but I would be just as comfortable if I used the above on ADSL).
