Windows 98 and Icons?

I am running Windows 98, and as is the norm these days, items on my desktop appear as "icons".
However, occasionally (and i think that it is when i run QuickTime) the pictures get confused - i.e. they don't match the application for which the object is associated. For example, currently my CSV files have a "Quicken" icon (along with a big pound sign) and my PDF icons are WaveFinder pictures!!
Double-clicking the object does launch the correct application, so the associations are correct - it is just that the icon pictures are wrong.
Where does Windows 98 decide which icon for which object (and thus how do i fix it without re-booting)??

they are not broken - a re-boot fixes everything!
Somehow it seems that running QuickTime changes the settings - and what i want to know is how could this be being done?
Is there some sort of search order (PATH) that windows uses when displaying icons? Maybe a table of some sort that gets corrupt?

that only works for "shortcuts", and those icons (on the Desktop) actually seem fine. It is the stuff the actually resides on the Desktop that seems screwed.
It is not so much a quick-fix that i want, it is to understand how it all works - so that i can fix the problem, rather than the symptom!
It it helps, i just re-ran QuickTime, and the icons reverted back to their correct picture - so this seems to be the culprit in some way. And YES, i do run NAV and NPF!!!

Install tweakui (which should be on the WIN98 CD) - there is a utility included to repair icons
