I doubt it.
To do so would mean they are keeping copies of messages you are deleting not once, but twice.
Why would they invest in storing unwanted data?

How are you connected to your mailbox? IMAP or POP3? The setting will be in your Outlook mail account.
If it's POP3 they are gone short of a disk recovery operation (lots of money if you can't do it yourself).
If it's IMAP they could still be on the server depending on how you have Outlook configured.

Pop3, though - that would mean they where downloaded to the client, he may have had the " keep copies on the server" ticked, but would also have a local copy
