Halford do do scoobs. You have to ask them to make it up. Alternatively try dr colourchip.
For wheel cleaner go for megs wheel brightner. A good strong cleaner but not as harsh as WW. Or another big favourite in the detailing world is bilberry. Both are very good.
WW won't remove lacquer though. What it will do is get behind it if there's a chip and corrode the alloy underneath forcing the lacquer off.

My advice would be to contact Subaru with your chassis number for the touch up paint, regarding the wheel cleaner I'm not a fan, you are better off giving them a once over IE polish clay etc then use a good wheel sealant to seal the wheels then just use a normal shampoo to clean, in the long run this will save you time and money
