In the past I have just used an engine degrease which I worked in with a soft brush left for a few minutes and rinsed well with the hose. Doesn't come up like new but much better

+1 and depending if you remove it or not to do it you can be a little more aggressive with the concentrate.

Bent fins I have used cocktail sticks before

No, don't do that. The already suggested works well, only thing to add is I used P21s or whatever it's called from PB, really good stuff. And for straightening fins I've used a thin metal kitchen skewer as I was worried I might break a cocktail stick.

i could be there some time about 95% of mine are all bent

Putting water straight in is ok? i know rain gets in etc but i didnt know if using the hose was ok

Yeah cos your only wetting the outside of the cooler if its still attached to the car.
If it off the car then yeah it's still ok the fill them with water, blast them out with a steam cleaner/karcher ect...
Just leave it to dry at the sid eof a radiator or blast air through it from a compressor

Thats a good idea do u think a steamer would clean it up?

Steamer cleaner as they are commonly refered to (a hot jet wash)
would bend the fins all over BUT they are good for blasting out the **** in between the rows

I steam clean intercooler all the time in the HGV trade, never had a problem but thay are hidden away from site with gauze ect....

I think i cheated abit...my STI IC was looking alite worse for ware, using very fine twezeres and a air hose, cleaned and strightened the fins...then polished the outer metal work with wet and dry,to a mirror shine.
To finish it off, i resprayed the IC with VHT paint, silver, then made an STI template and sprayed that red...came out great, and the red really sets it off.
