Use a hair dryer or heat gun set to low to warm up the number plate and pad, then very gently prise it away - this will more than likely result in the foam pads tearing, leaving residue on both the car and the number plate. To get the residue off the car, use your thumb to rub/roll the foam up - this is sore work, but the best way to do it without marking the finish. Finally, use a white spirit based tar & glue remover (or white spirit) to remove any sticky adhesive residue. Don't rewax the area, otherwise the new foam pads for the new plates won't stick properly! Once the new plates are in place, rewax the surrounding paint and the plate itself. Job done.
