We would soak it with a citrus degreaser (P21S Total Auto Wash or Meguiars Super Degreaser), and then agitate the product lightly with a soft brush or microfibre mitt, being careful not to damage the fins. Then rinse using a low pressure hose and allow to dry.

FWIW, I've decided that the only way to get the main body (rather than the fins) of the intercooler clean is to remove it and then wire-brush or wet sand it, followed by metal polish. I did this to the strut brace and it came up a treat.
