Is this question for real?

"Prone" means subsceptible or likely. The statement means that the paint on a legacy is easily chipped by debris.

The same as all modern cars full stop. Water based paints are crap at resisting chips.

Correct, another example of the good old motor car being subject to crappy environment freindly rules.
