Is it ok to use the PC over things like the STI decals ????
I guess not

What do I do in areas that the PC pad won't fit ????
by hand I guess

Depends on the polish - finishing polishes are fine to use over decals and vinyls, but compounds will haze them to varying degrees. For awkward bits you can use 4" spot pads, but even these won't get everywhere - such areas do indeed need to be worked by hand, using a decent applicator, like our German Applicator Pads.
