Retaining a personal reg. on SORNed vehicle?

Having a bit of an issue with the DVLA.
I've had a car SORNed for longer than 12 month and it has a personal reg on it.
I've decided to scrap the car and the DLVA are telling me that I must re-tax and MOT the car before I can remove the personal reg as its been SORNed for more than 12 months!!
Has anyone ever been in this situation and managed to resolve it?

If you cant get an MOT on it you will end up loosing the plate when the car is scrapped, What plate is it and how much work does the car need?
This is the same regardless if it had not been sorned, All cars need an MOT and current tax to remove or swap plates over due to some lame excuse of vehicle identity fraud.

The plates only worth £250... so the cost of repairs, MOT'ing, taxing and the £70 admin fee for putting on retention would out-weigh the cost of the plate.
Just shocked that I cant just remove it from a SORNed vehicle!
