Quick but urgent fixed penalty notice question
On behalf of a friend, of course.
On clearing out his paperwork my mate noticed a penalty notice for parking (for about 3 minutes) in a restricted zone. There is the usual pic and everything but he genuinely only just now noticed the letter.
The fine is £100 but reduced to £50 if paid within 21 days but the 21 days have elapsed.
Should he just pay the £100 or keep quiet until the next letter comes through and then insist he never got the first one? Would he then be able to pay the £50 reduced amount instead?

Pay the £50 with a cheque dated beforehand if you want to try your luck. If not, just cough up, it's not worth the hassle if you keep trying to dodge it.

It's from the council, not a private company.
If 'he' sends the £50 isn't he admitting he has the letter and the mistake is his? If he waits for the next letter he can swear blind he never got the first one and the demand his right to pay the reduced amount can't he?
Don't something like 500000 letters go missing every year? It wasn't sent registered post or anything llike that.
I forgot to mention that the letter says that the money has to be paid within 2days even if you miss the 21 days and are going to pay £100. That date has been missed as well!

Wait for the notice to owner to turn up mate - it'll allow you to make a formal representation. if it gets accepted the ticket will be put back down to the £50 amount
Do a lookup of the Northampton County Court Bulk Centre (they deal with PCN's) - you will get a TEC7 or 9 in the post to complete.
