17 yo not a fecking chance unless you want to get buggered by the insurance company imo.

4000rpm is normally the limit for 'limp home' mode (along with 0.5bar of boost) does the CEL come on (red light on rhs of dash saying 'CHECK ENGINE).

Can you see where the steam is coming from?

You will have to check all the hoses of the water system to see if there are any that are worn after all it is quite an old car.
Check the rad cap seals properley as i had a recent problem and the rad cap was at fault.

check the header tank for leaks, front left as you face the engine.
top rad hoses often leak too.

17 on a impreza, no chance!

sounds like what ever the prob cousing the steam is putting the car in safty mode, ide say start the car let it tick over till it warms up an look for where its coming from, if u see where its coming fron an still unsure, take a pic an put it on hear, someone will be able to help,

as for insurance on a scooby at 17, try moneysupermarket.com but ur prob looking at £3000+

i recomend ur brother doing the passpluss course it just 6 extra driven lessons (no pass or fail) but it gives u a years no claims straight away, so after a years driven u have 2 years no claim, was a massive help for me,
