'They' dont think anything,they know the chances of getting caught are low and punishment if caught will be sod all.

Sorry to hear bout that fella. The main thing is your bro or any family members werent injured. No doubt they will be using his car for blaggings etc. People like this should be punished heavily. Shame the courts/govt. dont think so. They wont be any loss to society if something were to happen to them...
