Flames out of exhausts

In short, I don't understand the process that is going on here.
Clearly it is a case of having being on full throttle, unburnt fuel goes down the exhaust. The hot exhaust ignites this fuel causing the flames.
For most high performance cars if they have been hard on the throttle, and then snap it close you see a little spit of fire just as they back off. This I understand.
What I don't understand is how people manage to get massive flames under the following circumstances.
1) Have a hot exhaust and stamp on the throttle
2) Back off, nothing happens, no flames
3) The revs fall, down to almost tick over
4) Then massive flames come out (ok, spark plug was in exhaust, but no extra fuel or gas)
Where did the fuel come from for the flames. Any unburnt fuel should have been long gone just as you back off the gas? Nothing should be left several seconds later for a massive burst of flames to appear just before the engine is getting towards tickover.

Presumably there isn't enough fuel gas in the exhaust to ignite at lower revs, while there is when you have just closed the throttle - how come there is then enough fuel gas for a flamer kit to ignite at low revs, and why doesn't it ignite anyhow without a flamer kit? (Presuming it is the heat of the exhaust that ignites it in full-throttle let off situations)

i have no idea whether or not im getting flames, but after i was at scoobybits on friday having a chuckle with jason, i had a simple baileys vta fitted to the car. not o.t.t., nice woosh, but not a bubba po "look at me im a ****" special he harps on about.
anywho pre vta being fitted, when giving beans, you could hear some little pops and bangs, but now... wow, major difference, lots deeper, louder etc. dunno if im getting flames though as i only have a jap backbox and 3" resonated centre decat. original downpipe is still on.

I don't get any flames, or at least i've not video'd at night. But this happened when i started the car the other day:
