Hesitation at low RPM

Car is a '91 Legacy. At between 2000 and 3000 rpm when starting to build proper boost, the car hesitates slightly, as though missing. I suspect either boost solenoid or coil packs.
Any ideas welcomed.
Is the boost solenoid the same as pre 96 Imprezas??
