Unhappy Help please, Movie file wont delete!

I have tried to download a movie from the internet which didn't work anyway but it seems to be causing some problems with my p.c. I scanned it with Norton before opening it and it didn't find anything wrong but now I only have to open the folder that the movie is in and the computer goes really slow and the cooling fan starts running flat out. Everytime I try to delete the program it says it cannot be deleted because it is being used by another person or program, is there anyway I can get rid of it without doing a full reinstall of windows ?
Please help !!

Boot into safe mode (hit F8 during boot sequence) and you should be able to delete it no problem.

I got this exact issue with a video file I got from Emule...its to do with Windows looking to auto Id the codecs required to play the file when you open the folder. I take it you can't play the file? I couldn't stop the slowdowns or do anything from within windows so I rebooted and started in DOS mode and deleted it from there. Worked a treat

I have tried to start from safe mode, it then asks if I want to start from the hard drive or cd rom, whichever I select it then boots up normally ?
