powersteering help needed!!!!!

Default powersteering help needed!!!!!

ok the powersteering on my car a 95 wrx is not working properly, on tick over and below 2500rpm it doesnt work and the steering is unbelievably hard, above 2500rpm ish it works ok but for parking etc its near impossible. The belt is fine and the pulley is turning, the fluid is fine and a good colour/clean. When the car is running and you take the top off the powersteering the liquid seems very still no movement at all. Any ideas whats happening. Ive just reduced the tick over from 1000-1200 to 800 in the past few days could this have something to do with it? Or is it just some sort of seal that needs replacing?

possible air lock or the pump is dying.. or the rack..

try jacking up the front and turning lock to lock a number of times with the engine running and see if the level in the res drops.. or if it helps.
