Default Fuel pressure on Scoobyecu

What should the pressure be set at with the vac pipe connected at idle. I have a Scoobyecu fitted with the fuel pressure set at 2.6 bar, the car feels lethargic off boost but goes well on boost. What can i drop the pressure to safely or is the chip mapped for a specific pressure.

The fuel pressure must be checked with the vacumn disconnected, load/vacumn can change on idle which will effect fuel pressure. Best to check it with vacumn disconnected.

I disconnected the vac pipe, the fuel pressure was reading 3.1 bar at idle. Is this too high a pressure

I have a Dawes AFR meter, the one with the 4 leds, which when i set the Fuel Pressure to 3.1 it lights up the blue quite easily with no activity on the KL when i drop the pressure to 2.5 bar it still goes blue on WOT with a 2 greens on the KL.

Is the fuel pressure too high hence the lethargy off boost and up to half a bar of boost over half a bar it goes well but the transition between closed loop and open is annoying.
