Not sure if it will significantly cool the water but you will get a sweaty bum

If you put the windows down, IMHO all the gain would be lost in drag.

Probably not under normal circumstances when the colling system is able to maintain the engine temperature. If the ambient temp is so high or the engine load so great that the colling system can't cope then turning the heater up full give another place to dump heat to and can help cool the engine.

When I had my old 220 Turbo (ahh, happy days... ), and whenever the fuse went for the rad fans (ie. frequently ), I was advised to turn the heaters on full blast, which normally got me to the nearest Halfords, or wherever I was headed, without the engine melting (although it got close on occasion!)...

whacking the heater on flat out can have quite a big effect on the water temp. used as a performance aid tho is probable negated by the fact you have to have the windows fully open!

On my Fiesta turbo many moons ago, you had to have heaters on full blast in the summer, not very funny!

On one of my old Mini's it had problems with overheating and I regularly used to put the heater on full blast. Not much fun when its a hot day and you were sitting on vinyl seats.

I do this when it is very hot and your stuck in traffic, I never hear the cooling fan go on to keep the radiator cool, so its got to keep heat from the engine bay and keep the motor a bit cooler. It was an old trick with the 205 gti I had as they were really bad when hot and would not start.
