I'm currently using Panicware Pop-Up Stopper on Windows XP at home and at work.
Freeware and is available for download from Download.com
It will notify you when it's blocking, so it can be by-passed by pressing the Ctrl key, so you can still get the pop ups you actually want.
Cheers

Try google add in toolbar (free) or even better; NetCaptor which blows the socks off Internet Explorer - each new window opens within a frame that you set the size of - each window is tabbed so you can jump from one to another, and it has an anti pop-up which is excellent.
