MY99 wheel arch paint bubbling

From: was the drivers seat of Richard Burns's P1 now in a boxster S
The paint on my rear drivers side wheel arch is bubbling where it meets the rubber edging strip. Looking very closely at it looks like it has been resprayed at some point and however did it did not do a good job. I am now wondering what happened to it in the past, it was bought two years ago as a subaru approved used car and I thought they were supposed to be guaranteed never to have been in a crash? Anyway how much money do you think I am looking at for a repair and is it a bodyshop job or will one of those chipsaway guys be able to do it.
If it's had a full Subaru service and had the body inspections then the bodywork is covered up to 6 years (don't know if it's milage related).
If it's been a warranty repair job, then that should also be covered under the bodywork warranty. If it's been a private fix, then you'll have to pay for it yourself.
