Is this the Rev limiter ?

Hi all,
sorry this is a really daft question but here goes,when occasionally I go into the red on the rev counter under hard acceleration I lose power, its like a judder until I change up and the revs fall then the powers back on.
Is this the rev limiter doing its job ? Should it do this ?
The car by the way is a WRX 94.
