Oil filter question?

Question

Is it true that if you dont fill your oil filter with oil prior to fitting,your timing goes out by half a degree?
I thought this was bu11sh1t........but app not
Something to do with the hydroilic cam tentioners or thats wot i can remember.
Like to hear wot the experts have to say on the matter.

Yep, utter bull****... but also very bad practice.

The cam belt tensioner has its own oil, it doesn't use engine oil.
