Anyone happen too know what these plugs and cut wires lead too. I'm debating about where ever I fix them or just rewire the whole thing. Sure the cut wires answer why I don't have any power on the dashboard but electric mirrors and interior lights work
Your images are now a give away that this is a JDM bugeye, which I previously hadn't appreciated.
The Body Integrated unit ( BIU) is that giveaway, something UK Imprezas didn't have until the Hatch.
It also means that in numerous instances the UK wiring diagrams previously posted will not conform to what's in the car as various "body electrical" systems are "wired through/controlled by" the BIU.
Comparing with a US model of a similar year that was fitted with a BIU, and looking at all the wiring going into it, it could be interactive with any or all of the following circuits or others not listed
Clearance Light and illumination light system
Rear window defogger system
Keyless entry system
Backup light system
In compartment light system
Seat belt warning system
So I'm guessing that means a standard UK engine bay wiring loom wouldn't work with this one. Might answer why most of the plugs in the engine bay don't seem too connect to anything.

The cut wires that you are talking about, look as if they come from the Ignition switch part of the loom.(the blue 4 pole plug/socket shown - B72 below) Although not easy to distinguish whats what.
White/Black could be the starter motor solenoid supply from the ignition switch.
The Green wire in the loom, if just green ( not the bit of green/blue attached to it ) could be the ignition feed from the switch to the ignition relay and fuse boards.
The Yellow being the ACC feed to the fuse box and the White being the battery/alternator
