On my 97 jdm wrx the illuminated light ring for the ignition key was missing, purchased one off the Bay, the box is a time delay, where do the 3 wires go, black is earth, the red and blue? Can't see where it was originally jnstalled, the time delay is marked dc02
Depending upon the model "Revision" it may not have had an illuminated ignition switch.
What "applied model" code is it?? Found on the VIN plate (GC8****)

As mentioned above, that is part of the VIN, your Applied model code is GC8D48D so the model is the earlier revision "D".
Part number listed above for the ignition illumination light set (Light-Key) is 84661AA050 which is a plain black plastic ring as per this thread:- https://www.scoobynet.com/interior-1...ight-ring.html
so I do not believe the light was an original fit, whether it can be retro fitted is another matter.
The illuminated ignition key set, (Light-Key) shown on parts diagrams is 84661FA000 and was only fitted to some Revision A & B models as below
MY93-97 UK cars were all fitted with 84661AA050 (so there are no reference wiring diagrams) and as far as I can tell the illuminated ignition switch only arrived in the UK from MY03 as part of the keyless entry system.
