You seem keen to get the police involved so I'm also guessing you gifted him the money to save the 30p or whatever paypal fee?

If not, start a paypal dispute but don't leave it longer than 45 days or you won't be able to.

The Police will say it's a civil matter between the guy who posted the window (which he will say he did) and the Carrier (Hermes)...........
