ignoring ecu for a second if your building a light classic and want the most reliable and cheap and best performing engine setup then you want to install imho a newage sti 2litre engine with AVCS.. this limits the ecus down to syvecs and alcatek or newage setup..
tbh I think you may as well just put newage sti loom and ecu in it from the start.. unless getting very serious and going to do a custom loom?

Mega squirt is a good DIY and there's tons of info and support on it too, with loads of features too, (not really known on the subarus for some reason) think the ecus go for around from £300-£700 new built however you want from a guy overseas.
But you will need a ms3 in case you blow engine

As above Simon said,best combo is go with New age STI with AVCS and Syvecs and if you are good enough with wiring,then build own wiring loom
MegaSquirt can control AVCS,but its little bit complicated to do so as on other ECU,agree price point is good and its more DIY ECU
MoTeC you shouldn't consider ECU if yours budget is tight,with everything enabled M800 will cost you above more than £3k(I would say close to £4k)
Syvecs for money is great ECU,everything is on board and you don't need any expensive cable/dongle to map
