Why don't motorbikes have a front reg plate?
Plus it would have to go to court, so costs plus the "victim surcharge"
If you'd ever been knocked off by a car driver or hit a pedestrian who'd stepped out into the road in front of you and then said "I didn't see you," you'd be quite happy to ride along with the high beam on and risk "looking like a right dick" in an attempt to stop other road users from pulling out in front of you and the same thing happening again.
I always ride along with high beam on when filtering through stationary or slow moving traffic, but then turn it off when the traffic eases!

Of course, I then learned to turn my headlight on - but NOT on full beam ... just a ******** does that!!
The amount of time a motorbike has blinded me with their beam is countless - they are selfish gits!! They are so stupid they don't know that blinding the oncoming car may well result in that car hitting them! Thick idiots!

I'm tempted next time to put my full beam on to show them that it's not a sensible thing to do - it should be made illegal ....... yes, drive with dipped beam - but High Beam should result in a £1000 fine and a 12 month ban IMO.
I was knocked off a few times with cars pulling out in front of me! I still have the pains in my joints because of those .... so, don't even suggest that I don't know what I'm talking about.

I ride all year. Yesterday, for my journey in, over 30 miles, which was in the dark and rain, filthy weather but otherwise clear 21 cars had their front foglights on despite it not being foggy. Also one HGV had his on and one coach even had the rear fogs on, a so called professional driver.
At the same time, 11 cars had a head light out and two didn't have any lights on at all despite it being dark.
I encountered one other biker on that journey (and non today but I didn't bother keeping a tally this morning) so to claim you are continually blinded by bikes is just twaddle. Stop shoveling this stuff.
The original fore and aft facing front number plate was very dangerous to pedestrians, it is that simple.
As a biker for a very long time, I really enjoy a good blast on a nice day as well as getting a lot of pleasure out of riding my fifty four year old Norton Dominator 99 which looks as new. I also enjoy a more exciting ride on my thirty four year old Suzuki GS1000 which is pretty pokey with good handling and outstanding braking to go with it.
I don't find it necessary to ride like a maniac and upset others to enjoy my riding but I am very suspicious of cars waiting to pull out of a side turning!
