The speed limits are out dated for todays vehicles,its quite easy to get up to 70mph now,pity about driving skills though,this is where the problem is.if it were not for that,then can't see the problem with 80 or even taking it up to 100,and having it at say 60 or 70 in the wet...

As I understand it, the 10% +2 bit is purely a concession which was suggested by some chief constables. If the chief constable for a particular area did not agree to the concession you could still be done for speeding even if inside the concession speed.
The speed limits may well be outdated as far as most modern cars are concerned, but human reaction times are not improved over the years and of course an accident at higher speeds will cause more injuries and damage.

I still thinks its a stupid idea when we have Hgvs stuck at 56 mph. One of the most dangerous things on a motorway is the difference in speed between vehicles.
I think a 80mph limit would be better if it was accompanied by a minimum speed limit of say, 70mph, including goods vehicles. And only allowed in dry conditions in off-peak hours.

That would drive me insane. Well it did as I once was lumbered with a works can that would only do 50mph tops, no limiter, the engine (well, pump actually) was knackered. At one point I was doing almost 500 miles a day in that thing, after a month I was ready drive it off a cliff

The 10% +2 rule, I think, is there to ensure road safety. If the 70 mph limit had zero flexibility, then how many drivers would sit at 70 staring at their speedo instead of the road ahead. The leeway gives you the chance to drive at or near the limit and also not worry when you creep above it slightly. If an 80 mph average limit was applied striclty, how many accidents would be caused by driver concentrating on their exact speed and not the build up of stationary traffic ahead full of families.
