He has to be able to state more or less what he's arresting for and under what legislation or it will probably get kicked out as a wrongful arrest. The camera's presence doesn't help the copper in this regard.

I'd guess from comments on youtube and various other places that the PC was in a community liaison role, educating kids, promoting safe cycling etc.
