It was not a JDM only thing. Available through all subaru dealers as an option. My dad has had 2 of them. Both bought from his local dealership. They were classed as an accessory, just like all their body kit parts, like the front lip, sideskirt spat etc. They really do make the rear end look good

7x16" STi BBS forged rims (aka Electra-C) were option around V3/V4. They have the bonus of being about 1.5 kg lighter each than the std Subaru 5 spokes

I am not too sure how rare these are, but pretty rare I think if nothing else due to the costs involved for a set of 4.

They are Rays Volks CE28N, which I picked up for a bargain price but in desperate need of a refurb. Below are some pics of the condition I bought them in.

And this is how they now look at the refurb has been carried out, they have had a colour change to BWM Sepang Bronze (colour code A32) with a matt lacquer finish, which is a quite close match to the Rays Volks Bronze for this type of wheel.

Plus I have a set of Muteki SR48 wheel nuts in Neochrome Blue which give a good contrast to the wheel colour, again I haven't seen too many Impreza's with these fitted.
