So the, entering someones house by force ie screwdrivering the back door whilst the owner is away from the house (most people do not carry a screwdriver on them), chucking the contents of the house out and moving your stuff in and changing the locks - what is that exactly???
This whole situation stinks, OK it is in the DM however the pensioner left home, walked his dog and when he got back someone else had moved in and changed the locks and refused to leave (still there) - that is the basics.

Though you can commit trespass as part of an criminal act...

I do not believe every word of the DM story or even stories and prefer to read between the lines.
I just cannot see how the council could not have sorted this with a couple of calls to the Police to establish tenancy and the police enforce this end of.
If looking into the scam is required then so be it but for this not to be a civil matter is just way beyond my comprehension.
Perhaps a lot more to this story...

Can't believe the attitude of the police. That was a complete cop-out in my opinion. How they can allow squatters to break in and take over that poor bloke's house is the bitter end.
