I have a problem w/ the Police being usless for day to day crime and wasting their resources on catching minor motoring offenders. The solution to everything seems to be CCTV everywhere also. Many people share this perception which is why Raol Moat has become a kind of lighting rod for this disatisfaction (in a perverse way).
