A mapper can indeed map the ECU to run on whichever octane fuel you turn up wth in the tank, yes. So make sure you turn up with a new, fresh tank of 95, and the timing/fuelling/boost will be mapped to make the most amount of power in perfect safety, with respect to the threshold to detonation.

Obviously, by dint of the fuel's lower octane rating then, yes, it won't make as much power as a 97 or 99 fuel, due to the necessary tempered ign adv settings, and/or richer fuelling - because 95 is less resistant to the onset of detonation...

Obviously, once mapped on a certain octane, then you must continue to use AT LEAST that octane rating (or higher, of course).
