I interviewed a guy a few years ago who worked for the Home Office doing type approval for speed cameras and he was telling me that the type approvals are quite limited. For example, for a long time they had a problem with the gantry mounted Gatso cameras because they had not type approved multiple Gatso's mounted that close together.
The article referenced by the OP seems to be saying they have similar type approval issues with the Specs cameras. This doesn't mean they can't detect someone who has changed lanes and exceeded the speed limit, but that this detection is not considered reliable enough evidence for a prosecution.
I've no independent evidence that the OPs statement is true, but the article certainly seems plausible.
