He obviously needs direction in his life. He's 17, male and has lots of energy. Coupled by the fact that you know his name and where he lives, why not sign him up to the armed forces? For the sake of completeness, you're best of signing him up to all of them at the same time to be on the safe side.

We used to have that problem with teh kid two doors up from me;
He tried being the drift king last time it snowed and stuffed it good and proper. So now he's not razzing around anymore.
I guess he's third party as the car is still on the drive, allbeit slowly dissapearing bit by bit as he sells all the chavvy add-ons (lexus lights etc.) on ebay.

I think that you have to be direct and persistent. Find out his christian name and use it - tell him that he drives in and out like a **** and that he will kill someone and tell him to stop. Make sure that your approach is consistent with everyone maintaining the same approach. Away from his friends would be better.
slip a can of expanding foam right up inside the tail pipe . then when it wont start problem solved . if he has the money it will take a garage ages at £45.00 a hour to find the problem
Send him the SAW 1-6 collection and ask him which way he'd least like to die as if anything happens to the kids your going to put all the death scenes into a hat and then randomly pick which one you'll carry out on him.
I agree talking on his level is best option firstly explaining you appreciate the whole young, new car, independence etc, but save it for the back roads for there own sake and ask how they'd feel if they ended up killing someone.
