If you are going to want to play around with effects to the degree required for songs like Streets Have No Name I seriously think you should look at a modelling amp or something like a Line 6 Pod. To play that song close to how The Edge plays it you need a bit of overdrive plus some chorus, delay and reverb - which is a lot of pedals and a lot of fiddly cabling between them. With a Pod you just use the control software to select the appropriate amp, cabinet and effect pedal models, play around with the settings and the modelling software does the rest - probably not how you would want to do it playing on stage, but definitely good for playing around at home.
I just had a play with my Line 6 TonePort (discontinued now, but it was a poor man's Pod) and helpfully someone had already done most of the heavy lifting so I was able to download their settings for the song which were passably close. Sounded pretty good with my Peavey Wolfgang on the neck pickup and even better when I tried my daughter's Strat on the bridge and middle pick-ups.
There is a Podxt Streets Have No Name demo on Line 6's web site - have a listen Line 6 - PODxt - Guitar Multi Effects Processor.
You should be able to pick up a Pod for ~£100 new, or £50 used off ebay. You'll obviously need a PC to control the thing (I'm assuming you've got one of those for posting on Scoobynet).

I've got a Line 6 UX2 and for electric guitar/"plug in" axes it seems pretty good although using it to record a classical acoustic guitar via a SHURE SM58 mic and the result was shall we say at best....quiet
