The only person left out of pocket will be the poor sod who delivers.

To put this simply as you just do not get it.
COD cash on delivery - The delivery driver rocks up at Razis. He calls and asks for payment and signature for delivery.
Razi is not there or refuses to pay as this is not his order or anything to do with him.

Delivery driver goes away having wasted his/her time and money to get there + possibly the load.

It is not like On the Buses, Grange Hill, Eastenders or such - where Razi will come home to find his drive full of stuff he does not want and learns his lesson. No money, no delivery - This is real life not TV

or another way as you singulalrly fail to understand the obvious;

Ever ordered a pizza for delivery - does the delivery driver give you the pizza without payment - not likely is it!
