doesnt ban your ip address so just sign up again, as geoff says, a 4 year old can do it lol , so you may just about be able to !!

That to me means they've got the ip address of his router blocked.
In all seriousness though, I don't fully know what has happened in the past here.
But its either something very serious to warrant such action, or something very very childish indeed.
