Why do people always say?
Well I cant yet see any real arguments for this upgrade, so Im more and more convinced that its one of them myths that once a long long time ago someone did really require an upgrade.
I guess if your not going to take in account the improved performance if you increase it, and spent the same time on throttle as you would previously then you are going to need upgraded brakes, otherwise you wont.
IMHO better brakes would be the mod that would improve your A to B time anyway. Although maybe suspension would make more of a difference?
Would the added weight thats thrown from the rear to the front of a car that was accelerating not increase grip on the front tyres, thereby increasing grip?
Therefore you dont need as good brakes, so the correct saying should be "if your going to increase the acceleration and therby weight transfer under acceleration, you need to down grade your brakes" ?

Probably true in a lot of cases, but then, no different from people thinking that they "need" power upgrades, when it would be cheaper just to learn how to drive properly!

In a word, nope!
The extra weight on the front tyres would increase the available grip between the tyre and the road, but you'd need bigger brakes to take advantage of it!
Anyway, that effect is transient, assuming you decelerate with a constant force. The car that was accelerating would briefly adopt a steeper dive-angle, then sit back up to the same dive-angle as the constant-speed car.

You can test this by putting a half-filled bottle of custard in your cup holder and marking where the surface line moves. Water isn't viscous enough and washes around too quickly to be useful.
Next, I'll be advising you to stick bits of string onto your car with sellotape to test the aerodynamics!
