The Dogs - You've said that you are not allowed to fart during the day incase you wake him up. I assume at some point in the past you have woken him up and he has expressed his dis-pleasure? Can you not just go round and express yours?

The same point as other on here, but this is the best advice to give him.
If not,
Rather than damage his car/tyres and risk levaing evidence, jam a potato up his exhaust and break it off.
You dont have to touch his car, only the potato. (And you can eat the evidence in a hurry).
His car may start, but once the backpressure builds up it will either stall, blow a flexible pipe or his back box.
And its organic, so kind to the environment!

You have not said whether you have told him he is keeping your children awake at night. If you have not then it is only fair to do exactly that reminding him that you have been very careful not to wake him during the day. If he is unreasonable about it then you can tell him you will report him to the Council for antisocial behaviour.
It is never worth creating an enemy of a neighbour by taking revenge etc. The problem would never go away after that and your life would be hell all the time he lived there-just not worth it.

A year later she moved her Grand daughter in & her scruffy, fat, lay about **** boyfriend
They continued the feud on, stomping up and down stairs, slamming doors, coming in late at night pissed up & making loads of noise until one day I had enough – I went round………………. (by this point my mother had already rung the old cow and asked her to have a word before the council were involved)
Grand daughter appears at the door, so I was very polite but asked her what all the noise was about she said “what noise?” I said banging doors, stomping up the stairs, late night noise etc etc
She replies “well we have to listen to your noise music etc” I said fair enough, I will keep it down in future and only play it within reasonable hours, then the ****** boyfriend appears behind her, puffing his chest up and saying “well you’ve had an old lady living here and now you’ve got a young couple” she pipes up “Yeah I don’t appreciate YOUR MOTHER ringing my grandma and complaining at her” my reply was simply….
“Look, I don’t really give a **** about the argument between my mum and your grandma, that’s between them, I will keep my noise down on the provisal you do the same, (see my earlier post about loud music)we have to live next to each other & whilst we might not completely get on or agree its all about consideration for each other (completely unlike me, I am usually first to hit out then ask questions) be thankful its me here and not my brother
He then piped up with something else, which provoked me into loosing my temper “I said look you’ve obviously got a problem, so there’s two ways of dealing with it, this way, or the other way, I can be a good neighbour, or your worst nightmare”
I knew by the blank look on his face that he’s never been challenged to see if he has the *****, she said “OK” closed the door and that’s been it since (for 5 months)
He’s had a few snipes at my mother when she’s been trimming the garden hedges (which happen to go into their garden a little, that’s the next thing…………

RMA - Why not sh@g the fat tramp, go up to the bloke & ask him to smell your ***** afterwards. I am sure that could solve the problem of the young "couple".
