Spoke to my next door neighbour yesterday who is in his 80's. He said he didn't think it was a problem and said he would speak to everyone else to try and find out who it was with the problem.
He came back to me and said not one of our immediate neighbours has a problem with the car.
Also,it turns out this guys son works for our local council and asked him to pop round and speak to me.
He told me that if none of our immediate neighbours has a complaint about my car then the council won't do anything about it even if someone does complain as it must be someone from further away from us !

What would happen though if this person does make a complaint to the council,if I went to all of my neighbours and got them to write to the council stating they have no problem with the car ??
Could they still take action against me if only say one person out of ten has a problem with it ?

I had a problem last night, when I park up at night usually a old bloke will come out and just stare at my car while the engine cools down before shutting off.

Well, they didn't do anything against some people who were living by me and dealing drugs !
It was bleeding obvious what they were doing, standing in the street with cars coming/going all day and night.
The council said they didn't have enough evidence to do anything
To be honest,i'm not worried about it now. If something does happen.i'll worry about it then.

Even if they do complain to the council, what are the coucil going to do ?? They can't force you to start the car and they can't sit around for ever waiting on you to start it either so unless the police are involved tell em to **** off Had the same crap with mine and mine was just idling on my drive !!

From what I remember about noise issues, they usually issue the complainant with a db recording machine that can be left running.
With regards to your 80yr old neighbour, you've done the right thing gaining his (and hopefully the others) backing. Just hope he ain't deaf..!

Below might help you out, also the Police don't generally deal with noise complaints its a local authority thing although if a complaint is recieved they could issue you with a warning under Section 59 of Police Reform Act 2002.
The Environmental Protection Act 1990 - Part 3; Statutory Nuisances
This Act allows the Local Authority to deal with noise from premises which is either prejudicial to health or a nuisance. The incidents covered are of a significant nature far exceeding simple annoyance. The type of noise dealt with under the Act includes:
loud music
barking dogs and animal noise
intruder alarms on premises and road vehicles
industrial noise
The Noise and Statutory Nuisances Act 1993
This Act extended the Statutory Nuisance provisions to deal with:
noise on the public highway from machinery and equipment
noise from stationary vehicles (e.g. alarms, car stereos) on the public highway.
The Control of Pollution Act 1974
Gives the Local Authority power to control noise from construction and demolition sites.
The Noise Act 1996
Clarifies the local authority's powers to seize and retain equipment involved in causing a noise offence.
The Statutory Nuisance provisions do not usually give any powers to the Council to deal with the following noise problems:
noise from moving vehicles
everyday domestic noise
shouting and screaming
sound insulation
short-lived one-off events

I can't help thinking what a strange world we live in
A few of us round here complained about drug dealers doing their business from a house near us and the council said they basically didn't have enough information/evidence to do anything.
One person complains about me waking them up when all i'm doing is going to work and the council act upon it

Spoke to a guy from the council again today regarding this complaint and it seems like good news.
He said as 7.15am isn't exactly early and the car is mot'd then there is nothing they can do.
He said they will be contacting the person who made the complaint to inform them the car is road legal and that they won't be taking any action against me
He did say though that the people who made the complaint can take it further if they wish to do so through the police !
